After the new system where the YOS exam is cancelled, how can a foreign student apply to public universities in turkey?

hello, there is a web site you may already know, www.yok.gov.tr, (the council of higher education) please click english tab at right top, and on left you will see a link about foreing students. may be this can be solve your poblem.
