Can I get a US visa from a country that is not my home country?
Hi, I am from Turkey and currently in US with an F2 visa. I'll change my visa status to F1 since I'll be a student. Can I go to US Embasy in Canada and change my visa from F2 to F1? I have I20 from the university I'll attend. I do not want to change the status in US since it might take between 2 to 4 months and I do not have too much time. I think I'll go to Canada.

No, but if you have your new I-20 student form and are properly registered in SEVIS, you can apply for a visa interview appointment. You'd have to be interviewed before you could be considered for the F1 visa. You can change status in the US from F2 to F1 without an interview, but to get a visa, you'd need to appear in person, be fingerprinted, and have an interview.
