Do you know how can a non-EU student apply for masters in a EU country?
I'm from Turkey and thinking of applying for a university in an EU country.

Look at the websites of the universities that you think that you would like to study at. All the info that you need will be there.

Yes you can apply to study for a MA in any of the 27 EU countries. But you have to pay international fees. Plus you have to prove that you have enough funds to support yourself while studying in that country.
